Planning Services
The purpose of municipal planning is to ensure that land uses and development are compatible and balance with overall interests and expectations of the community. It seeks to enhance the quality of the living and working environment, promoting sustainable development, conserving built and natural heritage and showing a strategic vision.
Planning is also concerned with developing regional strategies and local policies, which assist to facilitate orderly development. Proactive planning which anticipates demands and trends is one of Council's roles.
The Planning Scheme
The Council Planning Scheme sets out policies and controls for the use, development and protection of land in the municipality.
The Scheme describes and regulates the range and forms of development that are likely to be permissible in particular defined areas of land categories into zones. These Statewide Zones provide protection to valuable community assets such as productive agricultural and horticultural land, environmentally significant areas and historic buildings.

Planning Permits
A planning permit may be necessary to build, redevelop or alter the use of land. Council's Planning Section is able to advise on the need for a permit.
Permits are also required for the clearance of native vegetation, subdivisions or particular forms of signage. Council can offer information about any planning proposals likely to affect an area. If a planning permit is required, an application is to be submitted with appropriate plans and a fee.
Public advertisement of the application may be undertaken by Council on the applicants behalf, to advise neighbours and other relevant parties of the proposal. For a minimal fee, Council can undertake all public notification procedures for the applicant.
